Janji saya untuk melanjutkan tulisan mengenai Sabah, negeri kaya yang menyimpan pelbagai misteri kesengsaraan warganya, terpaksa ditangguhkan. Bagaimanapun, saya tetap berminat untuk terus menonjolkan sisi-sisi gelap penduduknya, tidak terkecuali golongan yang belum dapat dipastikan taraf kewarganegaraannya, yang merempat miskin dan jarang dipedulikan.
Kali ini lebih tertumpu kepada gambar-gambar yang sempat dirakamkan ketika saya di Sandakan baru-baru ini. Selain kedaifan perkampungan setinggan atas air, kebakaran besar di Kampung Cenderamata, Batu Sapi pada hari pertama Aidilfitri lalu turut mendedahkan kehidupan sukar anak-anak yang dinafikan hak untuk mendapat pendidikan asas.
Rakan saya, Azamin Amin, ditemani beberapa aktivis muda PAS setempat, antaranya peguam Haris Alimudin berjaya menjejaki lorong-lorong sempit berhampiran lokasi kebakaran. Mereka terkejut dengan gaya hidup seharian, yang terperosok dalam lingkaran ganas kemiskinan.
Sebenarnya Haris lebih tertarik untuk membawa kami melihat sendiri kegigihan seorang penduduk, Harun Latif bersama isterinya membuka kelas untuk anak-anak yang tercicir di Kampung Karamunting.
Ya, berat mata memandang berat lagi bahu memikul. Kemudahan belajar cukup menyedihkan. Azamin akan menulis lebih lanjut mengenainya. Anda cukup melihat gambarnya terlebih dahulu.
Begitu juga dengan kehidupan selepas tengah malam di sekitar Pasar Umum Sandakan, tidak jauh dari hotel penginapan kami. Kita seolah-olah berada di negara jiran yang mundur.
"Pemandangan kanak-kanak tidur di kaki lima adalah perkara biasa," jelas Haris sambil memandu perlahan, menunjukkan situasi sebenar. "Ada yang dibawa mak bapa sebagai peniaga, ada juga yang menunggu pagi untuk menawarkan perkhidmatan mengangkut barang menggunakan kereta sorong kepada peniaga atau pembeli seawal 3 pagi."
Ramai anak-anak tidak bersekolah dan buta huruf, akhirnya mereka tidak mengenali dan menghormati undang-undang. Dan kebanyakan peniaga kecil ini terpaksa menamatkan perniagaan jam 6 pagi bagi mengelak tindakan pihak berkuasa tempatan," ujar Haris yang menghantar kami ke hotel, sekitar jam 1 pagi.
Saya diminta beberapa rakan untuk meninjau kemunduran di kawasan pendalaman, tetapi realiti di Sandakan sendiri cukup merimaskan.
"Pembinaan jalan ini makan belanja ratusan juta ringgit tetapi tengok sajalah, sempit dan mudah rosak. Rasuahlah puncanya, semaklah siapa yang dapat kontrak besar, kalau bukan yang dekat dengan Ketua Menteri," Yang Dipertua PAS Batu Sapi, Hamzah Abdullah, merungut ketika kami melalui liku-liku berlubang selepas beliau merasmikan Mesyuarat Agung PAS Kawasan Sandakan.
Dan saya tidak lupa ungkapan seorang ibu lima anak, berketurunan Kadazan, dalam lingkungan usia 35 tahun, ketika melintasi gubuk buruknya, di Kampung Muhibah, Batu 2, Sandakan. Penempatan atas air itu bakal dirobohkan melalui BN memberi jaminan berbeda semasa kempen PRU13 lalu.
"Apa kerajaan anggap kami ini macam kerbau? Mudah dicucuk hidung untuk dipindahkan ke mana saja. Kami mahu rumah yang mampu milik, sewa-beli dengan kadar munasabah, yang akan menjadi warisan keluarga, bukannya ditempatkan di rumah yang akan kami sewa sampai mati," katanya teratur, menaruh harapan tinggi.

SANDAKAN 31 Jan. - Pelancaran Koridor Pembangunan Sabah (SDC) disambut baik oleh rakyat di kawasan pantai timur negeri ini yang dijangka mampu memberi nafas baru kepada pelbagai sektor ekonomi di sini.
Mereka bukan sahaja gembira kerana Sabah turut dimasukkan di dalam peta koridor pembangunan negara tetapi juga yakin matlamat pembangunan dan kemajuan yang ingin dicapai oleh kerajaan akan dapat dilaksanakan dengan lebih berkesan di bawah pelan SDC.
Ketua Cawangan UMNO Sungai Api, Mumiang, Kinabatangan, Basri Osman, 48, berkata, pendekatan SDC yang menyeluruh ke semua daerah di Sabah amat tepat sekali memandangkan selama ini penduduk di kawasan pedalaman sering beranggapan mereka tertinggal daripada arus pembangunan perdana.
Beliau berkata, kedudukan geografi Sabah yang luas, mempunyai tanah tinggi dan banyak pulau menyebabkan proses pembangunan agak lambat dan sukar dilaksanakan.
'Kita amat berterima kasih dengan keprihatinan kerajaan menyediakan pelan tindakan SDC yang kita lihat begitu sempurna sehingga menyeluruh ke semua kawasan.
Kita yakin usaha ini bakal memberi banyak faedah kepada rakyat Sabah.
''Di Kinabatangan masih banyak kemudahan bekalan elektrik belum ada. Begitu juga bekalan air bersih

Jurulatih Persatuan Bola Sepak Sabah Zon Sandakan, Rusli Hassan, 42, pula mahu golongan belia merebut peluang daripada projek SDC ini kerana pembangunan menyeluruh akan turut melibatkan aspek kemajuan dalam bidang sukan dan sosial.
Beliau mencadangkan supaya satu pusat latihan sukan bertaraf nasional turut dibina di kawasan pantai timur ini bagi membangunkan atlet Sabah yang berbakat untuk diketengahkan di peringkat antarabangsa.
Katanya, ketiadaan kemudahan seperti pusat latihan khusus untuk sukan, didapati menjadi antara punca ramai atlet berbakat, tenggelam begitu sahaja memandangkan mereka ini sukar berhijrah kerana mempunyai komitmen lain.
Alipudin Puyon, 53, seorang peniaga mencadangkan supaya peniaga bumiputera diberi lebih banyak peluang dan ruang untuk berniaga di bawah perancangan SDC.
Katanya, mereka ini boleh ditempatkan di satu kawasan atau pusat perniagaan bagi mengembangkan perniagaan sehingga berjaya seperti kawasan peniagaan Cina Town dan yang dikuasai oleh masyarakat Cina dan India.
Alipudin yang juga Ketua Cawangan UMNO Sri Taman berkata, di Sandakan masih banyak kekurangan kemudahan untuk peniaga bumiputera bertapak dan sewajarnya SDC boleh membuka ruang bagi tujuan itu.
''Ini antara kelemahan kita yang perlu diperbetulkan di bawah landasan SDC kerana kadang-kadang hanya satu peratus sahaja yang kita peroleh daripada pelanggan bukan Melayu tetapi pelanggan Melayu lebih banyak menyumbang kepada peniaga bukan Melayu," katanya lagi.
Khatijah Polo, 52, yang mengusahakan perniagaan butik berharap agar SDC mampu merancakkan lagi perkembangan ekonomi di Sabah, khususnya di Sandakan supaya bandar ini yang suatu masa dahulu merupakan antara bandar paling sibuk kembali pesat.
Beliau berkata, latihan kemahiran juga perlu ditambah kepada masyarakat di sini supaya dapat menceburkan diri dalam dunia perniagaan agar mereka ini tidak sekadar menjadi pemerhati kepada kemajuan tetapi pengusaha yang aktif.
''Butik Puri Ayu yang saya usahakan ini sentiasa memberi bimbingan dan tunjuk ajar dalam soal bidang kecantikan dan kesihatan. Selain berniaga butik, kami juga menyediakan kemudahan pendidikan yang bertujuan mendidik golongan yang berminat menceburi bidang ini.
'Tetapi malangnya, lepas menyertai bengkel dan seminar, ramai yang hilang begitu saja tanpa membangunkan bidang ini dan tiba masanya kerajaan memberi perhatian terhadap masalah yang ada," katanya.
Pemimpin Kemajuan Rakyat (PKR) Sekong, Asbullah Amat, 46, percaya pembangunan SDC yang diwujudkan di kawasan Sandakan dan Lahad Datu akan lebih menjana pembangunan sektor perladangan dan pelancongan.
Katanya, SDC dilihat bukan saja membuka peluang pekerjaan yang luas tetapi juga mampu menjana ekonomi rakyat di kawasan kelompok industri kelapa sawit di Batu Sapi yang merupakan tapak perindustrian.
Saya amat menyokong dasar-dasar kerajaan yang dibawa melalui tiga hala tuju pembangunan Sabah iaitu pembuatan, pelancongan dan pertanian dalam memastikan kemajuan Sabah. Ini akan turut memberi impak kepada Sandakan kelak," katanya.
Pengerusi Persatuan Bangsa Suluk Sandakan, Hatta Yunus @ Sawabi, 42, berkata, rakyat berterima kasih dan sememangnya tertunggu-tunggu satu komitmen yang jelas daripada kerajaan dalam aspek pelaksanaan pembangunan di negeri ini.
Melihat kepada pelancaran SDC Selasa lalu, katanya, ia membuktikan betapa rakyat Sabah juga mempunyai masa depan cerah kerana negeri ini terlalu banyak sumber ekonomi yang berpotensi untuk digerakkan bagi memajukan Sabah.
Katanya, SDC membuka satu ruang yang luas untuk rakyat Sabah melibatkan diri secara aktif dalam industri pelancongan, pendidikan serta pertanian sehingga ke peringkat antarabangsa.
Bagaimanapun katanya, pemimpin kerajaan pada masa yang sama perlu lebih banyak turun padang memjelaskan kepada rakyat di kawasan pendalaman terutama di peringkat akar umbi berhubung pelan pembangunan ini.
Dengan hanya pandangan seorang pembangkang, janganlah kita terpengaruh, kita juga harus rasional dalam menilai setiap corak yang diamalkan oleh kerajaan, bantuan mungkin lambat, tapi sekurang-kurangnya ada.
Sebagai sebuah negara yang demokrasi, kita seharusnya cuba mencari bantuan kerajaan dengan berjumpa dengan pegawai2 berkenaan di daerah masing2... jangan cepat menunding jari kepada sesuatu pihak.
Satu perkongsian pintar antara Lembaga Pembangunan Perumahan dan Bandar Sabah (SHTDA) dengan pemaju dari Semenanjung akan menyaksikan 20,000 unit rumah mampu milik dibina di seluruh Sabah dalam tempoh lima tahun akan datang.
Projek tersebut adalah susulan daripada memorandum persefahaman (MoU) yang telah ditandatangani pada 2008, kata Pengurus Besar SHTDA Jenar Lamda pada sidang akhbar selepas taklimat dengan pemaju projek tersebut Probil Sonati Development Sdn Bhd, di sini, pada Selasa.
Projek tersebut yang melibatkan kos RM2 bilion akan dijalankan dalam empat fasa dengan sokongan daripada Bank Rakyat, Maybank, EON Bank dan Etiqa Insurance, katanya.

Menurutnya, fasa pertama akan dilancarkan pada Mei tahun ini dengan 6,000 unit rumah teres di Kunak, Kudat dan Sandakan dijangka disiapkan dalam masa dua tahun, melibatkan kos kira-kira RM616 juta.

Jenar berkata selain ciri rumah tiga bilik dan dua bilik air, ia juga akan dilengkapi dengan kemudahan moden seperti akses wi-fi dan jalur lebar untuk menyediakan kepada keperluan generasi akan datang.
“Permintaan bagi rumah-rumah seperti itu ada. Menerusi projek ini, kami berharap misi kerajaan untuk menyediakan rumah mampu milik akan dapat dicapai,” katanya.
