Bagaimanapun, Zulkifli yang memberi kenyataan di hadapan suruhanjaya siasatan diraja (RCI) berhubung pendatang asing di Sabah hari ini berkata beliau diminta supaya merahsiakan perkara itu.
Beliau juga berkata kumpulan bersenjata berkenaan mensasarkan Lahad Datu, namun tindakan pihak berkuasa Malaysia menyebabkan kumpulan tersebut terkepung di Kg Tanduo, kira-kira 100km dari bandar Lahad Datu.
"Sasaran asal mereka adalah bandar Lahad Datu,” kata Zulkifli yang menjadi pengawai daerah di kawasan tersebut sejak lima tahun lalu.
“Atas tindakan pantas polis, insiden tersebut tidak sampai ke Lahad Datu dan hanya berakhir di Kg Tandui,” katanya.
Zulkifli juga berkata kerajaan negeri tidak lagi meneruskan usaha untuk menempatkan semula warga asing yang tinggal di kawasn setinggan di Lahad Datu selepas tahun 2008.

The Filipino militants involved in the Lahad Datu intrusion in February, this year, originally planned to strike at Lahad Datu town instead of Kg Tanduo, the Royal Commission of Inquiry (RCI) on Illegal Immigrants in Sabah, heard, Tuesday.
District Officer Zulkifli Nasir said the District Police Chief had also told him that Lahad Datu would be attacked by militants from the Philippines two weeks prior to the bloody incident but was told to keep it a secret.
"They (the militants) actually wanted to attack Lahad Datu, but because the police were prepared for it they instead attacked Kg TanduoÉso the police had actually done their job well," he said, in testifying before the panel led by Tan Sri Steve Shim.
To a question from conducting officer Manoj Kumar, Zulkifli said as a government officer he had to abide by what the police told him (to keep secret the planned attack).
The District Officer said Kg Tanduo, about 130km away from Lahad Datu town and where the battle between the militant group and Malaysian security forces took place, and Felda 1 areas, are known landing sites for foreigners in the district.
"We informed the security authority about this but were told that security is under control, until that incident happened," said Zulkifli, who has served in the district since 2008. Previously he was the District Officer for Keningau (2005-2008).
"Foreigners easily came in and out because most of them have relatives in the district. So that's why I had asked the Maritime Department during our District Security Committee Meeting, but was told that security is under controlÉbecause since before barter trade is a common activity here," he added.
The District Council is not responsible for security monitoring, he said, when asked.
To another question, Zulkifli said he had never been to Tanduo prior to the intrusion but had been there thrice after the incident was over with the security officials to discuss whether to rebuild the villages affected by the incident.
Zulkifli said the intrusion greatly affected the district's residents especially when they knew how vulnerable Lahad Datu is to foreign threats, adding that there are foreign migrants involved in social problems in the district.
"It is also for this reason that we hope all the parties concerned, especially the village security and development committees (JKKKs) and village heads concerned in Lahad Datu would immediately report to us if they see any unusual activity," he said.
But the situation in Lahad Datu now is already back to normal, he said, adding at the time of the said incident the shops would already close at 3pm. He said the Eastern Sabah Security Command (Esscom) has provided a guarantee in terms of security.
Asked whether there is a plan to resettle squatters living on stilt dwellings (water villages), he said, they do have a long-term plan to resettle but at the moment they are just doing repairs.
On whether he knows about distribution of Malaysian identity cards (IC) to the illegal immigrants in Lahad Datu, Zulkifli said: "We have just heard about it. I have noticed when people come to the District Office they show their IC but just from their slang (accent) you know who they are."
Asked whether he could differentiate the accent between a local Suluk and foreign Suluk, he said "yes", by listening to their slang.
Zulkifli told the RCI that the original inhabitants of Lahad Datu are the Idahan people who are originally from nearby Kinabatangan district.
Ketua Menteri Sabah, Datuk Seri Musa Aman mengajak rakyat di negeri itu agar bersama-sama mengekalkan keamanan yang dinikmati pada masa sekarang.
Kata beliau usaha itu memerlukan semua rakyat memainkan peranan mereka walau di mana mereka berada.
"Keamanan amat penting untuk kita menjalani kehidupan dan tanpanya semua tidak akan terjamin. "Sama-sama kita memainkan peranan menjaga keselamatan bagi mengekalkan keamanan yang dinikmati pada masa sekarang," katanya pada perjumpaan dengan masyarakat Cina di Taman Sentosa dekat sini, malam semalam.
Menurut Musa lagi tanpa keamanan, sukar untuk rakyat menjalani kehidupan termasuk menjalankan perniagaan yang menjadi bidang utama diceburi oleh kaum Cina.

Tan Sri Muhyiddin Yassin ini memberitahu forum antarabangsa mengenai konflik dan perdamaian bahawa konflik dalaman yang tidak dikendalikan dengan baik akan membawa akibat yang jauh lebih meluas terhadap keamanan serta kestabilan serantau.
Atas sebab ini, beliau berkata kerjasama serantau dalam menyelesaikan persengketaan dalaman adalah wadah yang penting untuk mengekalkan keamanan dan kestabilan serantau.
"Menghulurkan bantuan dengan mengambil bahagian dalam proses perdamaian untuk membantu negara jiran menyelesaikan konflik dalaman adalah satu daripada cara terbaik untuk menggalakkan keamanan dan kestabilan berpanjangan," kata timbalan perdana menteri.
Muhyiddin berkata demikian ketika menutup forum dua hari bertemakan 'Konflik dan Perdamaian Dalam Politik Rakyat – Menoleh ke Belakang atau Memandang ke Hadapan?' yang diadakan sempena Perhimpunan Agung Umno 2012, di sini hari ini.
Beliau berkata dalam semangat kerjasama serantau inilah Malaysia meluangkan masa dan daya usaha untuk menyumbang ke arah proses perdamaian di selatan Filipina.
"Penyelesaian secara damai yang dicapai oleh Bangsamoro dan kerajaan Filipina baru-baru ini adalah manifestasi jelas terhadap peranan berkesan perdamaian dalam mengendali dan menamatkan konflik," kata Muhyiddin.
Mengulas lanjut, timbalan perdana menteri menegaskan kesan negatif daripada konflik dalaman akan turut dirasai oleh negara jiran, termasuk dalam bentuk kebanjiran pelarian, pencari suaka dan pendatang tanpa izin.
"Jenayah rentas sempadan, pemerdagangan manusia dan gerakan militan adalah antara akibat yang sering terhasil disebabkan konflik dalaman yang tidak dapat dikendalikan," katanya.

Pesuruhjaya Polis Sabah, Datuk Hamza Taib berkata, kehadiran anggota di situ membolehkan mereka bertindak pantas jika berlaku kejadian tidak diingini sementara menunggu bantuan daripada pihak berkuasa di daratan.
"Pembinaan balai baharu ini juga sebahagian daripada pengumuman kerajaan untuk membina balai polis di Kawasan Keselamatan Khas Pantai Timur Sabah (Esscom) bagi memastikan keselamatan perairan Sabah lebih terjamin dan memudahkan orang ramai untuk berurusan," katanya

Boustead Holdings Bhd has proposed to privatize Al-Hadharah Boustead Real Estate Investment Trust (Boustead REIT) to list an enlarged Boustead Plantations Bhd (BPB) on Bursa Malaysia.
Boustead said the exercise aimed to unlock value and consolidate its plantation business which was currently undertaken via its wholly-owned unit, BPB, and its 53.6 per cent-owned Boustead REIT.

Ketua Polis Lahad Datu, Superintendan Shamsudin Mat hari ini menafikan ada membuat sebarang kenyataan mengenai serangan yang akan berlaku oleh militan Sulu pada Februari lalu dan beliau sudah membuat laporan polis mengenai isu itu.
Beliau berkata demikian ketika memberi keterangan di hadapan panel Suruhanjaya Diraja dan Inkuiri (RCI) pendatang haram Sabah.
Shamsudin berkata, beliau memohon untuk dipanggil sebagai saksi ke-186 RCI itu bagi memberi penjelasan terhadap kenyataan yang dibuat Pegawai Daerah Lahad Datu, Zulkifli Nasir pada Selasa lalu.
Beliau berkata, laporan polis sudah dibuat pada jam 1.22 petang semalam selepas membaca kenyataan Zulkifli yang disiarkan akhbar.
Pada Selasa, Zulkifli memberitahu lima panel RCI yang diketua bekas Ketua Hakim Sabah dan Sarawak, Tan Sri Steve Shim Lip Kiong bahawa beliau dipanggil untuk mesyuarat oleh Shamsudin pada Februari dan diberitahu mengenai rancangan pendaratan penceroboh bersenjata.
Hari ini, Shamsudin menafikan beliau ada memanggil Zulkifli menghadiri mesyuarat atau membuat kenyataan seperti didakwa pegawai daerah itu.
Katanya, beliau tidak pasti mengapa Zulkifli membuat kenyataan seumpama itu dan cuba menghubunginya untuk mendapatkan penjelasan.
Zulkifli tidak menjawab panggilan telefon saya tetapi ada menghubungi saya semula. Beliau berkata rakan dan keluarganya juga bertanya mengenai isu itu selepas membacanya di akhbar," katanya dan menambah bahawa Zulkifli mendakwa akhbar salah memetik kenyataannya.

"Saya tidak pasti mengapa pegawai daerah membuat dakwaan seperti itu. Pengganas bersenjata Sulu mendarat pada 12 Februari dan pertempuran bermula 1 Mac. Mungkin apa yang Zulkifli maksudkan ialah saya beritahu beliau mengenai kejadian itu dua minggu sebelum pertempuran bermula," katanya.
Shamsudin berkata, beliau tidak begitu mengetahui mengenai laporan atau maklumat risikan yang dikumpul jabatan Cawangan Khas, terutama yang berkait dengan kejadian di Lahad Datu.
Katanya, ada sesekali beliau melihat laporan keselamatan tetapi tidak ada yang menyentuh mengenai pencerobohan Lahad Datu.

Commenting further, Deputy Prime Minister pointed out the negative effects of internal conflicts will also be felt by neighboring countries, including in the form of the influx of refugees, asylum seekers and illegal immigrants.
"Amicable settlement reached by the Bangsamoro and the Philippine government recently is a clear manifestation of the role of reconciliation in operating effectively and end the conflict," he said.
He said this in the spirit of regional cooperation Malaysia taking the time and effort to contribute to the peace process in the southern Philippines.
